I would say take the battle to him, but that can be difficult when he steals your Rushes the turn after you make them. Minefields...(get it? ;-) Another good idea is to send some decent ships to RGA his planets that are important for production. Somebody mentioned Cygnus-Cygnus-Patriot battle group. This works well on RGA against most non-base planets. Also, a pair of Falcons sent to a planet, one set to kill the other to RGA can produce nice results. The one set to kill may capture a ship for you (use xrays, disruptors, or heavy disruptors). The other will wreak havoc on his planet.
